CHAPTER TWENTY-FOUR

The gang leader continued.

“To help achieve our goals, we will work with one of our own—Noolie NasNas. Although he has fallen from power, he was once a big-time player with his finger in all the pies. He also has connections in the Beneath. He understands what it means to control large groups and will be a big help to our cause.”

Maine observed as gang members gave Noolie confused, impressed, and surprised looks. Many looked almost embarrassed to be working with him or how they had treated him in the past. Some gang members stifled chuckles.

Noolie’s face reddened in the crowd at the extra attention. Maine recalled from working her first case in Rainwater when Noolie was a dangerous and formidable NasNas, one of the most disgusting creatures she had ever dealt with. But Noolie wasn't magical anymore, and during her short time in prison, it seemed he was everyone’s bitch and hated every moment of it.

Why was he taking it? Did he hope to regain his former power and glory? If so, the Mantle would be able to help her manipulate his weaknesses.

“Noolie,” the gang leader called. “Would you like to come forward and detail some of your helpful suggestions?”

Noolie reddened further. He looked like he would rather be anywhere than here. Instead, he nodded and shuffled forward until he stood next to the gang leader.

“These are but a handful of suggestions,” Noolie called rather meekly, not meeting anyone’s eyes in the crowd of gang members. “When dealing with underlings or rivals, it is often favorable to offer promises you can’t keep, as long as you can string them along long enough for them to think you can until they are ensnared in your web. Where empty promises don’t work, use leverage over your enemies.”

Cheers and whoops came from the crowd.

“Also, the following are what I refer to as the golden rules of controlling a group. One, start nice, then gradually become the asshole using fear to keep them in check. Remember, fear is more effective than love when governing others. Alienate those who fail to go along with your narrative.

“Two, locate any alphas in a group. The alpha is the guy who would be the leader if you weren’t. You will want to make sure that that guy is one hundred percent loyal to you. Remember, true loyalty should not be based upon fear but blind obedience. Make them need you. This may mean killing alpha number one if alpha number two is more loyal to you.”

Maine was more than a little concerned by what she was hearing. Noolie had spent a lot of time researching how to be a controlling monster—he sure put the dick in dictator. Although he spoke rather meekly like a dog with his bark removed, his voice picked up momentum as he continued.

As she listened, she wished Noff was here. He didn’t have the symbol tattoo and hadn’t come into the “plane of the Seeing Eye.” When she got back to her cell,
